Meet Harry Toor.
Harry Toor brings 39+ years of experience in plans examination and inspection across the full project spectrum — residential, commercial, industrial, and institutional, in both private and government contexts.
Over a 37-year career split between the City of Kanata and the City of Ottawa, Harry completed more than 40,000 inspections, reviewed countless sets of plans, issued compliance orders, and pursued legal prosecutions where required. He designed and issued engineering standards used across Kanata, designed the Terry Fox Drive extension, and oversaw the Kanata street light program for a decade.
For 25 years — concurrent with his City of Ottawa role — Harry served as Program Coordinator for the Home Inspectors course at Algonquin College, where he developed curriculum, taught building code, and shaped the careers of hundreds of inspectors. He has also taught at CFB Petawawa (Rapid Deployment Team) and Chalk River Laboratories.
Today, through GBH, Harry brings that depth of experience to municipalities that need senior-level code expertise on flexible terms.

City of Kanata
Multi-departmental career across Planning, Engineering, and Building Services. Designed engineering standards adopted by the city, designed the Terry Fox Drive extension, and oversaw the Kanata street light program for 10 years.
Township of West Carleton
Combined zoning, planning, and building official duties — managing development, code review, and bylaw enforcement for the township.
City of Ottawa
Reviewed plans, issued compliance and inspection reports, issued orders for compliance, and supported legal prosecutions. Mentored junior staff in both Kanata and Ottawa building departments.
Algonquin College
Developed and taught the Home Inspectors program. Taught building code courses concurrent with the City of Ottawa role.
CFB Petawawa & Chalk River Laboratories
Delivered specialized building code training to the Rapid Deployment Team at CFB Petawawa and to staff at Chalk River Laboratories.
